Richard P. Arnold was Born in Watertown, South Dakota on October 27, 1941. After he earned his Bachelor of Arts degree at the Indiana University of Pennsylvania in 1967, he attended the National Law Center at George Washington University and completed his Juris Doctorate in 1970. He was immediately admitted to practice in Maryland, and began his legal career as a law clerk in the Anne Arundel County Circuit Court.

After spending one year in his clerkship, the next step of his legal career took him to the Prince George's County State's Attorney's Office, where he served as an Assistant State's Attorney. In 1974, he was admitted to practice before the United States District Court, District of Maryland, the United States District Court for the District of Columbia, and the United States Supreme Court. He was promoted to Division Chief in 1979.  During this entire period, he gained exposure to the full range of criminal law as practiced in Maryland and built his reputation as a talented criminal law practitioner.  In 1985, he became the Chief Special Counsel for the Attorney General of the State of Maryland, where he served for two years.

In 1987, he left state service and opened his private criminal law practice, where he turned his experience to the service of criminal defendants throughout central Maryland. He is currently a member of the Maryland State Bar Association, Prince George's County Bar Association, the National Criminal Defense Attorney's Association, and the Maryland Criminal Defense Attorney's Association. His dedication to excellence in legal service has earned him the recognition of his peers; he has been recognized in Martindale Hubbell's Bar Register for Preeminent Lawyers.
